I think they did practice deployments, but with the A-7Ds instead of bringing the F-117s. RAF Bentwaters comes to mind, and I think I remember a story about a deployment to South Korea also.

I would guess the infrastructure was in place in Western Europe or the UK for the F-117s if the balloon went up
