It happened before the 1984 land seizure when it was possible be at the north east edge of Groom Lake. From what I've heard, many tests over the years were canceled as a result of uncleared people within viewing area of the site (Freedom Ridge, etc).

Since this was a big event with VIPs and such coming (even the White House was in the loop for it), I'm not so sure they would have scrubbed it due to unauthorized people in the area. More than likely anyone found in the area would have security police find a reason to boot them out.
