For USSR/Russia, it would be the airfield at Zhukovskiy/Ramenskoye near Moscow, where the Gromov Flight Institute is located (usually abbreviated in Russian as LII). That facility is in a suburb; it was only secret in Soviet days.

For China, it would probably be the airfields at
Cangzhou-Cangxian with its det facility at Jiugucheng. I think it would be fair to compare the first of these with Nellis (fighter doctrine development) and the latter with Groom (an out of the way place to test aircraft).

Both China and the USSR have "secret towns" dedicated to their nuclear program: Arzamas-16 (Russia's Los Alamos), etc.

Still, no place has the mystique of Groom.
