The HAVE programs are sponsored by elements of Air Force Materiel Command (previously Air Force Systems Command).

The second word is supposed to be random and meaningless as in HAVE LEMON, a 1971 project to arm unmanned aircraft with missiles and guided bombs. Sometimes, however, the second word can give a clue about the nature of a project like the HAVE CROW tactical electronic warfare system. (For those who don't know, the crow has historically been the mascot of electronic warfare systems and countermeasures.)

Sometimes I think the people who assign the project nicknames have a sense of humor. Besides HAVE DOUGHNUT, there is also HAVE COFFEE. Best of all, perhaps, there is HAVE FUN.
