From personal experience during 2 Red Flags (albeit 1994 and 1996) clipping even a corner gets you a meeting with the deployed Ops Group Commander (0-6) and the entire crew sent home immediately.
The only exception I saw was when an F-15 lost a motor on the range and tried to limp home AROUND the Groom Lake box (diverting to Tonopah wasn't an option at that point) and then started to lose the other motor. He was cleared to change course into the box, presumably to land at Groom and at that point the RF audio and video feeds were cut off. We heard stories about landing, being told not to get out of the cockpit, a windowless van showing up, the use of the distorting goggles, etc.
