If (as I suspect) the purpose of the Soviet radar sites are NOT evaluation, per se, but to test Stealth and low-RCS of American designs, then the emitters MUST be placed to provide strongest signal-return of the aircraft being studied. That is, the Soviet equipment is positioned in the 'worst case' OPTIMAL positions, where they can 'see' a take-off or landing, when the aircraft is closest to the ground, moving the slowest, and is 'dirty', with gear and flaps down. By doing it this way, it allows the Americans to know the MAXIMUM range at which their new designs will be visable on comparable ex-Soviet equipment, suplied to most 'unfriendly' nations in the world. (Such as, for instance, Iraq...)
