Nothing stops anyone from doing any looking or listening they want from a satellite. Nobody asks permission to overfly a site with a satellite, and nobody can do anything to prevent a satellite from going anywhere. Well, the US, Russians, and Chinese at least do have the ability to shoot down satellites, but nobody wants to go down that road. Easier to just monitor the other guys' satellites, and when one you think is being nosy comes over your place, you move everything under a roof and turn off all your electronic gizmos.
