Look, I think this thread shows there's a lot of misunderstanding about the Open Skies Treaty. It does not put any sensitive technology or programs or even real estate at risk. Period.
It's one of those things arms control negotiators call a Confidence Building Measure (CBM): a relatively low-cost, risk-wise and investment-wise, way for parties to build up some trust in each other.
Years ago, when this OST business first began, all of us contractors on a certain DOD list got a brochure from some div. of Boeing, offering their services in coordinating compliance with OST. It was quite clear that the point was that they were offering to help make sure everyone was informed when & where OST flights were happening, with enough advance notice that no one would ever see anything sensitive. (I've been looking for it since this thread started, but haven't unearthed it yet.) Which is fine--OST is an ARMS CONTROL treaty, not a military intelligence technique.
