As far as the location, I don't think they have much choice. This is one of only two possible directions of test projects coming out of Groom. And pretty much the only fairly flat spot around, where interference from signals reflecting off of hills won't affect the test results.
Of course it could be argued that it would be easy to set up a screen towards the border, so that the sites can not be seen. But IMO that would only attract more attention. It has always been the policy at Groom to play it low-key.
