from your description it does sound like people actually did see something they were not accustomed to seeing. while i certainly dont know what it is i would tend to lean towards a military exercise and not venture into the arena of something important being moved, such as a stealth blimp. its seems more logical to me that people would misidentify things like flares from fighters. if secret military equipment was being transported or something similar i doubt it would be anywhere near as publicly viewable as this incident seems to have been.
