while having an internet discussion with someone about flight 93 i came across information that the planes that were supposed to intercept flight 93 were not armed. they would first try to force the plane to land by "thumping" it which apparently means the fighter would fly up behind then over the aircraft. as he was passing over he would nose up and hit the afterburners. i dont imagine this would be too pleasant if you are the other pilot.

so even without a radio they probably have several ways to get your attention before actually shooting at you. i could also see how the official version of events when someone flies into the restricted zone would be that they became "disoriented" and crashed without even being fired upon.
