Yes, I carry my I-com IC-R5 on every trip. You just can't use the scanner at anytime during the flight. That is listed in the rear of the airline's magazine on approved electronic devices. You don't even need to take the scanner out of your bag going thru security like you do a laptop.

If you have a laptop and don't want to get your scanner out, I use www.liveatc.net to listen in on the tower when there's free internet. Also, many airlines now provide internet on some flights. You can use atc.net this way during the flight. And then there's channel 9 on United, "voices from the cockpit" which is always nice.
