Correct. You won't have any problems driving down Groom Lake Road up to the signs (13.8 miles from the Hwy) and taking photos of the signs and the security vehicles. Note that there is no gate, only warning signs. But you really can't miss the signs. Don't cross the line of orange posts. The same goes for the Back Gate (10.2 miles from the Hwy), except there is actually a fence, gate and a guard house. Enjoy your visit.
