The uniform does appear to be a Marine -- the cover and the manner in which the sleeves on the blouse are rolled-up.

There appears to be a sign in the lower-right, which I believe says, "F-117a Nighthawk" and then two more rows of unintelligible text.

I'd say this is in the 1990-1994 timeframe, but not the 1991 Paris Air Show, which had the F-117 outdoors. Maybe Miramar?
