I agree. Does not look like a crash to me. The smoke from burning jet fuel would be considerably darker. See the first two links in this page:

It looks more like a cloud of dust from live drops. See these photos from the Capstone live-fire demo:

But it appears the cloud originates from an area near the intersection of several roads about 3 miles north of Creech. I would not expect live drops in that area.
A blast for new construction maybe?
