Those coordinates are within Gunnery Range 62S. Not a good idea to go there. Target of opportunity, and all that good stuff (see the previous threat) There is a Google Earth plug-in with all the range boundaries somewhere in the Maps section. Not sure if there is much to see in Gotham City, but the plug-in may be helpful to determine places that are accessible to the public.
