Not quite sure what to make of it. As Gregos said, the road leads up into Range 64B from Creech AFB. The road is named Mile Range Road. Looks like you could continue in a wash to a connecting road into Groom, but it looks quite rough.

The facility in question is right ar the boundary between Range 65S and 65N. I suspect a connection to Creech, because the road looks well travelled to the south. Not sure what to make of the facility. I see some poles in two rows in the scraped areas. Does not look like targets, being this close to the buildings. Low-frequency antennas maybe? Some sort of radio target beacon for UAVs?
