MARSA is:

Military Assumes Responsibility for Separation of Aircraft.

As an ex-USAF air traffic controller, this was most (and is) common for flights of aircraft. For example, we had a singe callsign for a flight of 5- KC135's. MARSA means the crews of all five are responsible for the separation within ther flight, not ATC. You say - "cleared for takeoff once, and all five aircraft takeoff.

I hope that makes sense.
