Interesting, thank you for posting the photo and video. Being that Red Flag was going on at the time, it may have been a contractor evaluating different antenna designs in a realistic environment. Or possibly a comm relay, or some sort of field remote control for UAVs. The design as a thick "pipe", as opposed to a whip, could indicate that the antenna covers a larger frequency spectrum. But then, it could simply be to support or enclose the actual antenna. Very interesting rig!
