I don't think we have a B-2 to spare for a project that would more sensibly involve a new airframe, something developed through rapid prototyping. Moreover, you do not clip an airplane's wings to fit in the multi-million-dollar hangar you already built. You build the hangar to fit the proposed airframe.

Also, clipping the wings of a B-2 changes all sorts of aerodynamic and low-observable characteristics. It would be far cheaper and easier to design and build a new airplane.
