We know that at least runway 32 is equipped with ILS. You can frequently hear mention of the ILS 32 approach ("ILS Yankee"), usually in connection with the fix "SMOKEY". The link below has all sorts of maps and information about the various Janet routes and approach procedures. I have never heard this, but I suppose a Janet that was unable to contact the tower for whatever reason would indeed fall back to Nellis control, the last channel before hand-off to "control" (Groom Approach). BTW: Some of the Groom control frequencies have recently changed.
