Just because the company is an overseas one, I'm not sure it should automatically be dubbed "dubious".

There are many logical possibilities...

For example, it could be leased by BAE Systems, a British military company with fairly high stakes in various areas of the Nevada and southern Californian military ranges. BAE was a 25% stakeholder in the X-35 JSF bid, as is also prime contractor for the KC-135 'Pacer Crag' upgrade program based at Mojave. They may have some of their systems (e.g 'Rapier' SAMs) placed in the ranges to provide a variety of systems to fly against for flag participants.

It may also be a civilian registered aircraft leased and/or operated by a foreign government that may have participants at the current or future flag exercise (e.g Germany, Holland, France etc). They may be there just checking out the ranges.

Perhaps Atlanta Air Salvage has been contracted by 'someone' (USAF, Lockheed, Boeing, foreign government etc) to recover wreckage or evidence from a recent crash in the area.

Who knows...? I'd be more interested in finding out what the military aircraft were and what unit they were from, as that may then provide a clue as to what the civilian aircraft were doing there.
