It appears that EGG handles contract services for JANET and possibly the base security.Bechtel? I think they do NTS. Who is responsible for staffing outside of the techs and military? This is, like any installation, a small city. They have cooks. They have custodians. In theory they have a bartender. Who hires that residual staff?
