Figured I'd contribute my two cents, since I live less than a mile from the base:

The USAF did studies about basing the Global Hawk at Patterson, so the concept is certainly not new. As for the airspace suggested, the 178th FW at Springfield ANGB is losing their F-16s at the end of summer. If the Dutch don't renew a training contract there, the Brush Creek/Buckeye MOAs will be used a lot less than they are now.

Without aircraft flying from Springfield, the only users are the 180th FW (usually once a week) and 127th WG (once a month or less). That certainly frees up the space needed for testing....

Even if it doesn't happen, there's plenty of testing being done here already - the base is more or less the center of R&D for the USAF, and serves the other branches quite a lot.
