Could be he/she is a brand new or replacement driver who'd been very recently scared "s"-less in the orientation from the route manager about this particular trip and wasn't going to take any chances?

Non-descript truck/trailer carrying normal DOT ID for highway travel wouldn't seem to be at any risk. I have to think the driver was just paranoid (via the company) for this.
