IMO most people are simply not aware of copyright laws, and think whatever is "out there" on the net is up for grabs. Well, it is not, and all the contents of a web site are implicitly protected by international copyright laws.
Most people are really good about it, though, and totally respect when I ask them to remove my material from their site. There have so far only been a handful of cases where I had to contact the persons web space provider. That always does the trick, because these folks know the (C) laws.
