Do you mean laser cross section? As for measuring UV/IR/laser signatures, measurements usually are best done dynamically, ie, with the vehicle in flight. If you mount a target or a model on a pylon, how can you measure its exhaust plume, aerodynamic heating, etc.? Anyway, try looking into these: Central Test and Evaluation Investment Program (CTEIP)
