Don't blame ranchers here-the BLM is the one facing money shortfalls already that they can't have exacerbated by the loss of grazing fees/leases from ranchers that would inevitably occur should the horse population continue to bulge. If there's not enough forage for grazing cattle then the ranchers have no incentive to pay to run their cattle on the land. Can you blame ranchers for not wanting to pay money for access to land that can't support their herds? It's simply business and there isn't a reader here that wouldn't do the same in their own personal biz dealings.

The BLM and FedGov are just if not more so worried about losing money than ranchers are.
