It is not unusual at all for two different aircraft to use the same callsign, provided it is not the unique registration (common with general aviation), and provided two aircraft with a military tactical (in this case) are not in the same airspace at the same time.

Contrary to popular belief, "Air Force 1" is not an aircraft at all, rather it is a callsign. The aircraft commonly used for presidential travel is only "Air Force 1" when the president is onboard.
