I cannot account for its bizarre routes, but I have theory's. Lets supposed you had a 3 dimensional map of Radars and air traffic routes and you wanted to fly through the spaghetti blob with the least amount of risk. That might take you on some odd routes. Additionally, flying along a highway might ensure an air traffic controller thinks your a spurious return from the highway. One of my ATC friends says they pick up 18 wheelers all the time.
