This is a waste of taxpayer money and an incredible invasion of privacy. You don't need a 30 megawatt datacenter to monitor "cyber attacks" you need a 30 megawatt data center to house a massive SAN array that will log all domestic email and voice.

The very nature of secure systems makes them difficult to monitor from a central location and monitoring from a central location makes that location a central point of failure.

Dear Uncle Sam, whence the open source crowd gets tired of your peeping tom attitude they'll just SSL all the email and VOIP. Then what will you do eh?
