Yes, these are DOD charters and quite common. As a matter of fact, airlines are often called upon for military mobility and usually has superior resources to uplift large numbers on relatively short notice. There have been civilian operations to other Nevada locations, but you'll have to use your imagination for any further details.
During times of national urgency, a program known as Civil Reserve Air Fleet (CRAF) is activivated for mobility. CRAF was activated for both Iraqi conflicts.
