I could not imagine that much security just for RCS and classified recon programs. The only reason I would have that much security is if I invented a "anti matter" bomb or some crazy tech that was so spectacular that it could completely decimate the planet and I was just safekeeping it for that "Armageddon asteroid" scenario or something equally earth shattering.

If there isn't something that spectacular there, then the only thing all that security is protecting is government waste.
