You can think what you will but with a large number of staff going to work there,it would not be to just sit around.Don't think the US gov would pay for that as just public con trick.Whether or not the defense companies pay to be there is another matter.Certainly they are likely to want to be out of the public gaze for the work they do.Whether they pay to be there or the US gov pay them to be there is anyones guess.Might be a bit of both.Good chance is that it is not just one main contractor,see that aircraft systems are so integrated,you need all the main plays on board at the outset.Trying to guess whats going on,the cat & mouse game is what keeps this site alive & well.
