Just to add to the point, no defense contractor wants' to give away their investment or lead in developing new technologies to either our countries adversaries (real or potential) or to corporate competition. I recall being told once that it would be better to give information to the Russian's that Raytheon because Raytheon would be out there under bidding your contract within 24 hours (Raytheon being an example of a typical defense contractor). Meanwhile the Russian's most likely would stall out on the funding. In this case it look like Lockmart just doesn't want to be involved.
