Yes, the photo shows the Red Hat hangars. Although they were not known under that name until the 6513th Test Squadron "Red Hats" moved in around 1978.

The Red Hat hangars were originally constructed in late 1961 for the A-12 project. My guess would be the photo was taken not long after that, between 1962 and 1965, from the north end of Groom Lake.
