I believe it's an RADAR interferometer and is for collecting data at very steep angles. I believe they are tracking and data characterizing objects going up to or coming down from low to high Earth orbits. The 3 sides would be for Aperture synthesis where the captured signals are mixed. This is just my personal opinion.
