Richard Bissell was promoted to Deputy Director for Plans at the CIA during in 1959. He was responsible for the AQUATONE, CHALICE, OXCART, and CORONA reconnaissance programs. H turned the Development Projects Staff into the Development Projects Division under the Directorate of Plans. References in OXCART documents to the "DPD Area" refer to Area 51.
