Don't know where you got your info but both Clinton and Bush recognized the existence area 51 in signed documents back in the middle 90s when they exempted the area from certain EPA regulations. As far as having a right to enter the base, I think not. Anymore than you have a right to enter any facility that is classified or TOP SECRET. I guess that if our enemies have access to our top secret bases its ok with you. If you have access so will they.
