I think he is confused about Area 51's history being started as a CIA operation. It is now run by the Air Force. It's name is Air Force Flight Test Center -Detachment 3 under Edwards AFB. So it is indeed a US Air Force Base at both gates (Groom Lake Rd and Valley Rd in Rachel) as well as Cedar Gate to the North. There are also a few other gates that will get you to Area 51 eventually. You can also enter from the Nevada Test Site in Mercury, NV that the DOE controls. I hope this help. If this doesn't answer your question poke around the gray buttons to the left. It's all in there!
