I am assuming that spying by infiltration would be to get up close for video, photo, data collection, or to place covert observation equipment. This is special forces bread and butter. The compartmentalization is definitely a deterrent to spying as it limits and controls access. Could a small team of special forces get into Groom and poke around? We do it to our adversaries so why wouldn't they do it to us? I would assume that this is why deadly force is authorized.
