I did a google/unclesam search and found the environmental impact report in PDF, which contains a map showing where the airfield will be. There is some inconsistency in the EIR textregarding where the airfield will be located, i.e. east or west of Cedar Gate. However, the map shows it west of Cedar Gate, i.e. not in free territory but in a location where you could watch it being used if you get lucky.
