There's an extremely over-designed track at White Sands, btw. (32.22.37, 106.29.23) I spent some time there last year while some combat engineers were moving in to new quarters, and never saw any of those guys using it... just jogged around the post. But as others have said, if there are more than a handful of active military on hand, there will be MWR and PT facilities. Even at Groom.
In defense of the DoD, most MWR spending comes from locally raised funds. Bake sales and the like, literally. So if the running track is for fun, it probably didn't cost us taxpayers much. If it's for PT, then, yeah, the Army Corps of Engineers was probably involved and it cost millions.
