Most of the USAF personnel at Groom do not come from Nellis. They live in the Las Vegas area, of course, and could use the tracks at Nellis if they wanted. But if they spend Monday through Friday at Groom, as many workers do, then it makes sense to have the facilities available. For security reasons, it may not be desirable to have people jogging up and down the streets on base. As for the track layout, compare it to tracks at the other bases I mentioned. Some are extremely simple (Nellis Main Base and Area 2) while others are almost insanely complex (Luke AFB and Davis-Monthan AFB).
