My guess is that it isn't a tire. It is about the size of the center portion of a flying wing UAS that i believe will end up in the new hangar. I was wondering how they were going to get it there from Palmdale, Calif because it will be too big to fit in a C5 fully assembled; i think i know now how it is getting there. My wife's uncle is an ex-CHP (California Highway Patrol), now retired, who told me he was often assigned to escort things like this up to the Calif-Nevada border where the Nevada Highway Patrol would take the handoff and disappear to the North. I doubt that a "tire" would require a cop escort as this one seems to have. I wish someone had gotten some video of this - ALWAYS CARRY YOUR CAMERA and don't be afraid to use it.
