The most difficult part of flying a UAV is the landing. A reliable landing system is crutial. Since the DOD has been spending so much time playing with jamming of GPS signals, they probably feel they need something more reliable. In the old days there was a system known as Loran. It was a group of ground based transmitters used to triangulate the position of sub-marines, so most were located along the coast. They suffered from weak signals inland and a phenomenon known as baseline extension error. (if you flew along the extended lineup of the transmitters you would get erroneous position info) GPS fixed all those problems. However, should our enemy disable the GPS system, a ground based system that can be easily frequency modified would be more difficult to disable. I theorize that is what you are seeing. With three unidiractional transmitters you get triangulation, with the fourth you get altitude accuracy. They are not aligned with the runway to avoid baseline extension error.
