You are correct: The tour skips the visit of the command center at CP-1 if there are foreign nationals on the tour. No exceptions, not even for the Roadrunners, when we toured the NTS a few years ago. There is a lot of DHS and counter terrorism stuff going on at the NTS. The DAF for instance has been converted into some high security DHS training facility. Not much you can see from the distance of course...
