There is no great mystery here. If you read some of the articles on this web site, you will see that the Groom Lake facility is a detachment of the Air Force Flight Test Center. The organization is a classified Test Wing tasked with developmental and follow-on test and evaluation efforts that need greater security constraints than can be afforded at locations such as Edwards AFB. Each of these T&E efforts are generally conducted by a Combined Test Force comprised of military and contractor personnel. There are also joint projects with other services (Navy, Army) and other government agencies (CIA, DIA). Projects include technology demonstrators (manned and unmanned), developmental prototypes, improved low observables, advanced weapons, classified avionics, and electronic warfare. The scope of the projects ranges from extremely small innovative efforts (HALSOL, Broomstick) to one-of-a-kind vehicles (TACIT BLUE, Bird of Prey) to acceptance testing of full-scale production aircraft (F-117A).
