I would have to disagree a bit with your take. I think Groom Lake is much more under the Air Force than the CIA or NRO. Right now it seems as if they are just fine tuning UAV technology and testing radar returns on various projects. I think what is missing is the next SR 71, but maybe it is being developed there. Tons of data and pictures have been released about unmanned bombers and fighters. If that is what they are working on out there it is more Air Force control than CIA. I am sure they worked on the radar returns for the B2 and Raptor. That seems to me like Air Force stuff and not so much CIA.
