I have a couple of theorys. First, I don't think the hangar is in operation yet. There are not enough vehicles there for noon on a workday. I think there will be a blast deflector built between the "white dot" and the road before the place goes into service. The "parking spot" is a runup and staging area for test flights. The "white dot" could be a couple of different things or both. First it could be a surveyed point to park the test vehicle over so the testers would know within a couple of inches where the beast is when it fires up its systems. The "white dot" could also be a box containing power, communications, and data cabling to connect to the test vehicle.
